My question is when does the relationship between myself and the trustee end? when do I regain access to my taxes? also, if no surplus payment was decided, why does the trustee get to keep my taxes?

Your legal relationship with your Trustee ends when he or she obtains his or her own discharge.
Income taxes are considered an asset of the bankruptcy estate. The Trustee is obligated to file tax returns for the year you filed bankruptcy and the Canada Revenue Agency is obligated to send the refunds to your Trustee.
